Send Emails to Racers with License, BRAC Membership and/or Waiver Exceptions

This function will send reminder emails and an SMS to racers who have a USAC or Colorado Cycling issue.

If sending emails regarding an upcoming USAC license expiration, choose the timeframe. Example: If two weeks, any licenses that expire in the next two weeks will receive an email.  This function will always send out emails to anyone whose license has already expired.
